解決方案：這是最常見的故障。由於這兩個軟件采用了最先進的Windows Installer技術，在Windows 98或Windows 2000早期版本中最常見，只要下載最新的Windows Installer2.0版本，安裝後即可解決。
實例二：嘗試安裝或修正Office時出現“The Windows Installer Service Could Not Be Accessed”（無法訪問 Windows Installer 服務）或“本程序已經更新，某個文件正在使用，請重新啟動您的計算機再試!”錯誤信息。
解決方案：原因是Windows Installer文件已損壞或丟失，可能會發生此問題。
方法1：重新注冊 Windows Installer（適用於Windows 2000/XP），打開注冊表編輯器，找到“HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer”分支，確定分支下的“ImagePath”字符串數值包含Msiexec.exe文件的正確路徑。
注意：下面是正確路徑的一個示例，其中 drive 是 Windows 安裝到的驅動器：
drive：\Windows\System32\msiexec.exe /V（如果沒有請建立此鍵值）
